C&T is Featured in IT Pro Magazine
Hong Kong, March 25, 2026 – Computer And Technologies Holdings Limited (“C&T”) was recently interviewed by IT Pro Magazine, a leading online IT media outlet in Hong Kong. Below is the English translation of the original article published in IT Pro Magazine.
Over 30 Years of IT Project Experience: C&T Helps Industries Achieve Safer AI Transformation
With a high failure rate in IT projects, choosing an experienced and reliable vendor is critically important. Computer And Technologies Holdings Limited (“C&T”, SEHK: 00046), a leading listed IT software and services provider in Hong Kong, has for many years supported the digitalisation of government departments and delivered tailor‑made tendering, procurement, human resources management systems, and cloud services for large enterprises. C&T Chief Executive Officer Jon Chung stated: “Whether developing systems and applications for government departments or large enterprises, the most important factors are security, stability, and customised delivery requirements.”
New Regulations Implemented, Stricter Compliance Requirements
Founded in 1991, C&T has undertaken government IT service contracts since the early 1990s, specialising in the development of mission‑critical government systems and cross‑sector enterprise applications. C&T is also a long‑term contractor under the Hong Kong SAR Government’s Standing Offer Agreement for Quality Professional Services 5 (SOA QPS5), covering Service Categories A, B, and C.
Chung noted: “With decades of IT project experience, strong compliance capabilities, and critical infrastructure (CI) solutions, C&T has earned the trust of both government and enterprise clients.”

C&T Chief Executive Officer Jon Chung (second from left) with the management team, highlighting that C&T has earned the trust of government and enterprise clients through years of IT project experience and strong compliance capabilities.
In the 2024–25 financial year alone, C&T designed electronic services for iAM Smart and undertook multiple artificial intelligence projects, including the Cyber Patrol platform developed for the Immigration Department and an e‑Tendering system built for Hong Kong Metropolitan University. At present, most universities and public institutions adopt C&T’s ProSmart platform. In addition, C&T developed a smart procurement platform for Kerry Properties and participated in the implementation of multiple IT systems at Hong Kong International Airport. When discussing the requirements of government versus enterprise IT projects, Chung stated clearly: “Government requirements are more stringent,” requiring strict compliance with procurement procedures, technical standards, and a series of internal government guidelines, such as IT security (S17, G3), risk assessments, and penetration testing.
He added: “Government IT projects require vendors with appropriate professional qualifications and experience, strict adherence to tender technical specifications, and a strong emphasis on system security and stability. In terms of staffing, relevant academic qualifications and technical certifications are also required.”
C&T is highly familiar with government project best practices and excels in meeting requirements such as Security Risk Assessment and Audit (SRAA), Privacy Impact Assessment and Audit (PIAA), Procurement Management (EPM), and Enterprise Information Management (EIM).

C&T’s Competitive Advantages
- Government strengths: Deep local regulatory expertise, multi‑agency coordination capability, and high‑security delivery
- Enterprise strengths: Mature products combined with customised AI solutions to support digital transformation
- Foundation of trust: A philosophy of “compliance first, rock‑solid reliability,” underpinning partnerships spanning over 30 years
In response to the Protection of Critical Infrastructures (Computer Systems) Ordinance, which came into effect in January this year, Chung noted that C&T completed over 100 security risk assessment and audit projects between 2024 and February 2026. By leveraging extensive service experience, C&T applies government project best practices to enterprise clients, implementing more rigorous IT governance.
Transforming AI into Practical Intelligence to Continuously Enhance Enterprise Software Capabilities
As AI becomes increasingly widespread, C&T is committed to integrating AI capabilities into its software product offerings. Marco Wong, Director of Business Development and Marketing at C&T, stated: “C&T has successfully transformed AI concepts into practical intelligence, enhancing operational efficiency, compliance, and cross‑border workforce management.”

C&T CEO Jon Chung (left) and Director of Business Development and Marketing Marco Wong (right) stated that C&T leverages government project best practices and experience to drive enterprise digital transformation amid increasingly stringent compliance requirements.
Wong explained that C&T’s R&D team has consistently demonstrated strong AI development capabilities. Its cloud‑based intelligent services platform, IaaS (Intelligence‑as‑a‑Service), can transform massive volumes of data into intelligence for intellectual property protection, cybercrime investigation, and business intelligence analysis.
As enterprises place greater emphasis on workflow management and efficiency, C&T is progressively embedding AI capabilities into its software products, delivering more automation features such as compliance detection, an area where large enterprises are most lacking.
- ProSmart AI Due Diligence Solution: Uses AI to automatically conduct supplier risk assessments, compliance checks, and data verification
- VitalSecure AI Personally Identifiable Information (PII) Protection Solution: Automatically detects and anonymises PII in enterprise documents to comply with privacy regulations and data transfer policies (GDPR, PDPO, PIPL compliant)
- PI HCM AI Human Capital Management: Optimises workforce planning, analysis, and operations (compliant with Regulation 468)
- Cross‑border outsourcing services: A joint venture between C&T and Shanghai Foreign Service (Group) Co., Ltd., delivering AI‑enabled global payroll and HR solutions via PI HCM to help enterprises manage international operations efficiently and compliantly

Marco Wong believes that AI has been fully integrated into C&T’s day‑to‑day products and services, addressing real compliance and automation needs.
Leveraging Government Experience to Support Enterprise Transformation
Drawing on 30 years of experience serving government and large enterprises, C&T identifies three key success factors for driving digital transformation amid increasingly stringent compliance requirements: experienced partners, clear governance, and user empowerment.
Wong pointed out that enterprises should embed compliance requirements—such as information security and data privacy—into system design from the outset, rather than addressing them retrospectively through audits. AI transformation should then be implemented in phases, for example by launching pilot projects in specific domains before scaling proven solutions, ensuring clarity and avoiding data silos.
With rapid AI advancements, C&T’s R&D team continues to integrate the latest AI capabilities into its mature solutions.
Chung concluded: “We make long‑term commitments to our clients and continue to provide behind‑the‑scenes support for Hong Kong’s digital infrastructure.” He emphasised that C&T is delivering compliant and scalable human resources solutions for Chinese enterprises “going global” and multinational companies across Greater China, removing cross‑border management barriers while operating legally and significantly enhancing efficiency.
