Mr. Danny Chan, Head of Managed Services-Applications at Computer And Technologies stated that C&T designed the identity verification, direct login system, automatic form filling, bill and payment functions for "iAM Smart," achieving the goal of "one-stop online services."
"iAM Smart" is a one-stop personalized digital service platform that allows users to easily access various government services, saving time and enhancing convenience. Its top priority is the application of personal identity authentication and secure login – the design of which was entirely handled by Computer And Technologies (C&T, SEHK: 00046). Mr. Danny Chan, Head of Managed Services-Applications at C&T, emphasized: "The ability to accommodate the vast number of citizens for one-time secure system login, with immediate payment capability, its excellent application experience is precisely the result of C&T's years of experience designing systems for government departments."
Over 3.6 million Registered Users on "iAM Smart"
Since its launch in December 2020, the platform has garnered over 3.7 million registered users (as of July 29, 2025)1providing access to over 1200 services and e-forms from government and public or private organizations. Its popular services include "SmartPLAY," “eHealth," "eTAX," "Contactless e-Channel," "HKeMobility," vehicle license renewal, application for International Driving Permits, and services from other government departments. All Hong Kong Identity Card holders aged 11 or above can register for "iAM Smart."
Danny Chan pointed out that over the past 20+ years, C&T has designed e-service systems for multiple government departments for internal staff use, accumulating significant successful experience. Therefore, when the government launched the "iAM Smart" platform, it naturally sought C&T's assistance to design identity security verification, direct login systems, automatic e-form filling, bill and payment functions, achieving the effect of "one-App for all purposes."
Danny Chan noted that C&T has over 20 years of experience designing electronic services for government departments, and this expertise has been applied to "iAM Smart."
Success Case of Water Supplies Department
The high security and stable service provided by "iAM Smart" since its launch relies on the experienced C&T team and the thorough planning and testing behind it. Danny Chan cited the Water Supplies Department (WSD) as an example. To gradually enhance the citizen user experience, the WSD integrated its systems into "iAM Smart," including functions like identity authentication, "eME" form filling and personal assistant. He said: "When users log in for the first time using "iAM Smart," the system automatically matches and links their account with their WSD account based on their information, eliminating the need to re-enter data and saving user input time."

The C&T team assisted the Water Supplies Department in connecting its system to the "iAM Smart" platform, allowing for automatic matching based on past data upon user login, making it more time-saving, convenient, and accurate.
Furthermore, citizens can use the "eME" function within "iAM Smart" to automatically fill out various electronic forms. This includes basic information such as name, phone number, and address. By pre-storing this information in "eME", the system can automatically fill out forms as required, reducing repetitive input procedures. This function not only benefits users but also enhances the overall accuracy and efficiency of form submission, fully achieving a paperless effect.
The Water Supplies Department integrated the "eME" function, based on user data, the system automatically completes account linking, eliminating the need for redundant data entry and greatly enhancing the user experience.
Integrating Bill and Various Payment Functions
Discussing the biggest challenge of the entire system, it was integrating bill and various payment functions. This function can consolidate e-bills from different government departments or organizations, including water bills from the Water Supplies Department. After logging into "iAM Smart," citizens can view all account bills. The system instantly displays the latest water bill details for the account, including the amount, due date, etc., and provides a Faster Payment System (FPS) QR Code to complete the payment via FPS, which is very time-saving and convenient.

Key Elements for Integrating with the "iAM Smart" System
When integrating application systems from various government departments with the "iAM Smart" platform, he highlighted three key system design factors:
1. System Compatibility and Technical Integration
Must confirm whether the existing operational system supports the "iAM Smart" system standards and assess the ease of integration between the backend system and "iAM Smart" along with the required modifications.
2. Assessing Which "iAM Smart" Functions can be added to the Existing Design
Analyze the existing system processes to identify suitable points for integrating functions such as identity authentication, digital signature, "eME", personal assistant, thereby enhancing user experience and process efficiency through the addition of "iAM Smart" functions.
3. Privacy and Data Protection Compliance
Gain a deep understanding of "iAM Smart"'s authorization process and data usage scope. The data used must comply with the requirements of the Personal Data Privacy Ordinance.
These three factors will help ensure the project progresses smoothly and achieves the desired user experience and security compliance requirements.
Ensuring Secure and Flawless Application System Launch
Before integrating systems with "iAM Smart," Danny Chan recommends that suppliers first make the following important preparations:
1. Join the "iAM Smart" Sandbox Program
Through the sandbox environment, functions can be tested in simulated real scenarios, ensuring a smooth integration process, while also gaining official technical support and detailed documentation guidance.
2. Deep understanding of "iAM Smart"'s Technical Architecture
It is essential to familiarize oneself with "iAM Smart"'s technical architecture, such as the standard protocols for identity authentication, and assess the compatibility of the existing system with "iAM Smart," planning the necessary system modification work.
3. Plan user Flow and Interface Design
Planning user flow and interface design is crucial. Not only must the login and authorization processes be simple and intuitive, but the design requirements for certain "iAM Smart" functions also need attention. For example, when integrating identity authentication or eME functions, "iAM Smart" has specific specifications for the user interface (UI), such as button styles, how pre-filled data is displayed, etc. These regulations need full consideration during the design phase.
Furthermore, before the official launch, a process video needs to be produced in advance and submitted to the Digital Policy Office (DPO) for approval, time also needs to be allocated for this part. It is recommended to maintain close communication with the "iAM Smart" team early in the project to avoid delays in the launch timeline.
4. Develop Privacy Policy and Compliance Solutions
Developing privacy policies and compliance solutions cannot be overlooked. Clearly inform users how their data will be used and ensure compliance with Hong Kong's privacy ordinances and other relevant regulations to protect user rights.

Danny believes planning user flow and interface design is very critical, requiring intuitive design, and also necessitates special attention to the design requirements of certain "iAM Smart" functions.
